Howard S. Weiss, Esq.
Howard S. Weiss is the Chair of Davidoff Hutcher & Citron LLP's Land Use group. He is a former supervising attorney in the New York City Law Department, where he advised and represented the City's land use and regulatory agencies, boards and commissions, including the City Planning Commission, Board of Standards and Appeals, Landmarks Preservation Commission, Department of Buildings, Department of Consumer Affairs and Department of Environmental Protection. He is a member of the firm's Government Relations department, providing counsel and representation to the firm's clients regarding zoning and land use, environmental matters, landmarks regulation, licensing, municipal contracts, and other matters involving state and municipal administrative law practice. He also specializes in the representation of the firm's nonprofit clients. Mr. Weiss previously served as senior project coordinator in the Office of the Deputy Mayor for Policy and Planning, special assistant in the Office of the Chairman of the New York City Planning Commission, and assistant to the Manhattan Borough President.
Ron Mandel, Esq.
Ron Mandel’s practice at DHC focuses on real estate development, with an emphasis on land use and zoning, purchase and sale of development rights, environmental, building and fire codes enforcement, landmarks regulation and real estate transactional matters. He has appeared frequently before the Board of Standards and Appeals, City Planning Commission, Department of Buildings, Landmarks Preservation Commission, and other regulatory agencies on behalf of private developers and institutional clients.
Prior to joining Davidoff Hutcher & Citron, Mr. Mandel was associated with another top-ranked New York City land use firm. Before he entered private practice, Mr. Mandel spent time in government, in the General Counsel’s Office of the New York City Department of Buildings, and in-house with a real estate development firm.
