John J. Chitkowski
John J. Chitkowski is the founding attorney of Chitkowski Law Offices with its principal offices located in Lisle. The firm has additional offices in Chicago and New Buffalo, Michigan. He received his B.A. degree from Valparaiso University and his J.D. degree from The John Marshall Law School. He is admitted to practice in the state of Illinois and state of Michigan, as well as the U.S. District Court for the Northern District of Illinois (general and trial bar) and the U.S. Court of Appeals. Mr. Chitkowski practices in the areas of business law, construction law, transportation law, corporate law, and real estate litigation and transactions. He is a member of the Chicago, DuPage County and American (member, Construction and Industry Forum) Bar Associations; the American Subcontractors Association; the Construction Industry Affairs Council; Affiliated Subcontractors and Associates; the Fox Valley General Contractors Association; PAMCANI; the Building Trades Association; and the Illinois Trucking Association. Chitkowski Law Offices is a five-member firm representing owners, architects, contractors, subcontractors, suppliers, sureties, common carriers, freight forwarders, transportation brokers, warehousemen, manufacturers and other service-related entities. Mr. Chitkowski has made presentations at seminars concerning legal issues related to construction law, transportation law, business formation and insurance liability.
David J. Lloyd is a member of the law firm of Rohlfing & Oberholtzer. He graduated from the University of Wisconsin with a J.D. degree and from the University of Michigan with a B.S. degree. He is a member of the Chicago and Illinois State Bar Associations, and is active in the CBA’s Construction Law Committee and the ISBA’s Civil Litigation Committee. Mr. Lloyd is an active member of the Chicago Chapter of the Association of Builders and Contractors. He has made presentations at seminars concerning legal issues related to construction law, civil procedure, mechanics’ liens and fee collection. Mr. Lloyd’s practice areas include commercial litigation, mechanics’ liens, construction law, employment litigation and corporate law.
James T. Rohlfing is a principal in the Chicago law firm of Rohlfing & Oberholtzer. Mr. Rohlfing is a construction lawyer and commercial litigation attorney who represents businesses in Illinois, the majority of which are subcontractors. He represents his clients in construction disputes and in working to avoid and resolve such disputes. Mr. Rohlfing also assists his clients in negotiating and drafting contracts, and with all of their business’ legal needs. He has drafted and promoted Illinois laws favorable to the construction industry and worked to promote Illinois legislation on construction issues introduced. He is an active member of the Chicago area Association of Subcontractors and Affiliates and the Chicago Bar Association. Mr. Rohlfing has lectured frequently before construction industry groups on construction law issues.
Justin L. Weisberg is a partner and chair of the Construction Group at the Firm of BryceDowney, LLC. Mr. Weisberg concentrates on construction and design law. He has represented clients regarding numerous issues related to construction design and insurance coverage law. Mr. Weisberg has lectured to a number of professional organizations and engineering societies on construction and design issues. Prior to his career as an attorney, he worked as an engineer focusing in the design and evaluation of various structures. Mr. Weisberg received his undergraduate degree in civil/structural engineering from the University of Illinois and his law degree from Chicago-Kent College of Law, Illinois Institute of Technology. He has achieved the highest rating in the Martindale-Hubbell Law Directory and has been recognized as a Super Lawyer as published by Law and Politics and by Leading Lawyers in the area of construction law.
David J. Lloyd, Esq.
David J. Lloyd graduated from the University of Wisconsin in 1973 with a J.D. Mr. Lloyd was admitted to the Wisconsin bar in 1973, Michigan in 1973, District of Columbia in 1975, Illinois bar in 1985, U.S. District Court, Western District of Michigan in 1975, and U.S. District Court, Northern District of Illinois, including Trial Bar in 1985. He graduated from the University of Michigan with a B.S. Mr. Lloyd served as law clerk to the honorable Robert B. Burns, of the Michigan Court of Appeals. Prior to joining James T. Rohlfing & Associates, P.C., Mr. Lloyd was a partner in the firm of Ebert & Bowytz in Washington, D.C. and in the firm of Berger, Newmark & Fenchel P.C., where he directed the firm's litigation practice. In addition to his extensive trial experience, Mr. Lloyd has made presentations and lectures at numerous seminars concerning construction law, civil procedure, mechanics liens, Illinois Supreme Court Rule 216 and fee collection.
James T. Rohlfing, Esq.
James T. Rohlfing is currently serving as President of the Illinois Mechanical & Specialty Contractor's Association (IMSCA), the largest organization of subcontractors in Illinois. He has drafted legislation on construction issues introduced in the Illinois legislature and written numerous articles relating to construction law and litigation. Mr. Rohlfing is the editor and a chapter author of the West Publication Illinois Construction Law Manual. He is an active member of the Chicago area Association of Subcontractors and Affiliates, and the Chicago Bar Association. Mr. Rohlfing has received an "AV" rating from Martindale Hubbell American Law Directory, the highest rating for legal ability and ethical standards.
Mr. Rohlfing has testified before the Illinois legislature in support of legislation on behalf of the construction industry. He has lectured numerous times before construction industry groups and to groups of practicing attorneys on commercial litigation and construction law issues. Mr. Rohlfing has authored numerous articles including: "What a Sub Wants - What a Sub Needs" Illinois Mechanical & Specialty Contractors Association, (Fall 2006, Vol. I - Issue I); and "Building and Construction Contract Act - Home Fights are Fairer Fights" Chicago Bar Record (January, 2003).
Since being admitted to the Illinois bar and United States District Court for the Northern District of Illinois in 1982, Mr. Rohlfing has handled more than 100 trials. In addition to his trial experience, he has handled dozens of appeals, including: Arpac Corporation v. Murray, 226 Ill.App.3d 65, 589 N.E.2d 640 (1st Dist 1992); Laurel Motors, Inc. v. Airways Transp. Group of Companies, Inc., 284 Ill.App.3d 312, 672 N.E.2d 785 (2nd Dist.,1996); Onsite Engineering & Management v. Illinois Tool Work, Inc., 319 Ill.App.3d 362, 744 N.E.2d 928 (1st Dist. 2001); and Shaw Industries, Inc. v. Community College Dist. No. 515, 318 Ill.App.3d 661, 741 N.E.2d 642 (1st Dist. 2001).
Prior to founding James T. Rohlfing & Associates, P.C., Mr. Rohlfing was a partner and directed the litigation departments at two medium sized Chicago business law firms: Saitlin, Patzik, Frank & Samotny; and Levenfeld, Eisenberg, Janger, Glassberg, Samotny & Halper. Mr. Rohlfing graduated from DePaul University in 1982, where he authored "The Iranian Cases-Executive Intervention in Private Litigation," 30 DePaul Law Review 623-50 (1982). He received his B.S. in business administration in 1979 from Marquette University. Justin L. Weisberg, Esq.
Justin Weisberg is a partner in Arnstein & Lehr’s Chicago office. He is also chair of the firm’s Construction Practice Group. His practice focuses on construction law and commercial litigation. Mr. Weisberg represents private, public, local and international clients in a variety of construction-related transactions and litigation matters. Mr. Weisberg has a background in professional engineering, giving him added insight and understanding into his client’s cases.
His experience has included contract negotiation, counseling, litigation and dispute resolution relating to numerous projects including:
